This is a latest innovation in the institutions which help legal processing. In US and UK there are several professional organizations which need drafting of documents such as plaints, petitions, affidavits, written statements, counters etc., to be filed in the Court and also assist the clients in appointing advocates o plead for them. Some of those companies forward their records to do the needed drafting, to India. Legal processing organizations and their branches do the needful as requested. The files sent from abroad contain also relevant law on the subject.
There are in India several organizations which may in course of time take up the legal work and offer specialist legal services. If the Government of India permits foreign advocates to practise in India Courts, the role of LPOs may extent to handling of the cases in Courts also. Therefore, it is time that LPOs are organized as institutions where legal assistance of all sorts including drafting, registration of the documents and managing the cases through specialist advocates. LPOs may take up the work of taking over the cases during trial or at the stage of arguments. They may undertake the specialist job of registering firms, companies, associations and co-operative societies etc.
India’s experience in LPOs may be referred to here. There used to be at the High Courts a system by which no document is received at the High Court unless it is proceeded by an agency recognized by the High Court and no case is heard by the High Court through an advocate unless he is sponsored by the recognized organization. Such recognized organizations were called Solicitors’ firms. That helped to streamline the work at High Courts. Recently, the Supreme Court has introduced the system of Advocates-on-Record and senior advocates. According to this system no document is received at the Supreme Court unless it is processed through an Advocate-on-Record and senior advocates are prohibited from taking up any work directly from the clients unless the same is processed by the Advocate-on-Record. The Supreme Court prescribed a syllabus for the Advocates-on-Record for their examination. They are required to pass such examination before they enroll themselves as Advocates-on-Record. Though it is voluntary, the organization called LPO may help the efficiency in advocate in general.
